NSP2 Information
This web page is set up by Corporation for Better Housing to receive citizen comments on their proposed plan to the U.S. Department of Housing and Urban Development (HUD) for funding under the NSP2 program. On May 4, 2009, HUD released a Notice of Fund Availability (NOFA) for the Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act, 2009. A total of $1.93 billion in NSP2 funding is available nationally to carry out neighborhood stabilization programs. NSP2 funds will be awarded through competitions whose eligible applicants including states, units of general local government, nonprofits, and consortia of nonprofits. The deadline for applications is July 17, 2009. Eligible activities include the acquisition and renovation of foreclosed properties for resale or rent; the creation or expansion of financial programs such as a soft-seconds, loan loss reserves, and shared equity loans; the establishment of land banks; and the demolition of blighted structures. Not less than 25% of the funding must benefit households with incomes at or below 50% of the area median.

The details to CBH’s NSP2 application are as follows:
1. Amount of Money:
Corporation for Better Housing will be applying for approximately $40,000,000 of NSP2 Funds.
2. Use of Funds:
Corporation for Better Housing will be proposing two NSP2 related activities in their application to HUD 1) Purchase and rehabilitate homes and residential properties abandoned or foreclosed upon in order sell,rent, or redevelop and 2) Redevelop demolished or vacant properties as housing.
3. Target Geography:

CBH will compete for NSP2 funds to revitalize communities throughout the San Joaquin Valley with quality, affordable rental housing. While acting as lead applicant, CBH will draw upon its unique experience in developing single family rental housing to work towards stabilizing neighborhoods in the target geography.
The application will be posted to Corporation for Better Housing’s website by close of business on July 17, 2009 and will include a summary of all comments received at that time.Comments must be received no later than close of business on July 15, 2009. The NSP2 application submission deadline is July 17, 2009. As material are developed, published and submitted, CBH will post them to this website. The application, complete with public comments, final uses of funds and target geography, will be available.
